Urban Space Qualification through Traffic Calming Measures: The Bogota Case 2008-2010

Abstract

This study reviews the “traffic calming” measures implemented in Bogota and aims to help in the development of a comprehensive concept regarding this issue, where the speed reduction in traffic, the safety of roads for non-motorized users, the qualification of urban space and the environmental aspects should be considered. In that sense, this article seeks to answer the following questions: How are the measures of “traffic calm” being implemented in the city of Bogota? Is it possible to merge measures that allow traffic regulation and public space design on the basis of road safety for users in the city? For this purpose, this study analyses the elements that enable the development of a “comprehensive road concept”, as defined by the author, exposing the weaknesses and strengths of Bogota´s case; as well as proposing alternatives for improvement strategies. Above all, this research contributes to the development of an effective traffic calming program, which is being implemented in Bogota city.
