Abstract
Participation and mobilization are two rights that require constant monitoring in order to verify the actual incidence in the constitution of citizenship. For this purpose, the Bogotá Humana Development Plan, pursuant to the Public Participation Policy, has committed to the creation of an Observatory of Citizen Participation and Mobilization (OPMC) that is linked to the network of district observatories, a task undertaken by the District Institute of Community Action and Participation, and for which the author, as educational consultant, was commissioned to develop the design for implementation.
