Abstract
This paper aims to analyze, based on the theoretical proposal presented by Sidney Tarrow in regards to the protest cycle, whether or not agricultural reforms constitute a detonating element of the tension between the Government and the rural working population in Colombia, considering that the rural territory in Latin American history and, particularly in Colombia, has had a fundamental role that has led to the development of conflicts, where different actors such as important landowners and the Government exercise power over rural populations —the latter of which through public policies—, to which said populations, answer or react by developing collective actions such as the People’s Congress, with the purpose of defending their rights due to the damage caused to it.
