Abstract
The development of information society is transforming the economic, social, cultural and political institutions of our societies. In a situation like the present one of economic crisis, information and communication technologies, play and will play an important role both by their economic effects, fundamentally on economic growth, like their social effects. Most experts and institutions understand it and, among them, the authorities of the European Union. They have considered that the development of the Information Society was a fundamental pillar in the Lisbon Strategy and, in fact, they have launched several initiatives and action plans to ensure that ICT become an effective tool to turn the EU into a global economic power. In addition, the responses of our governments to the crisis include measures that allow advancing in the Information Society.
