The cultural territory: Foundation for an integral development through participatory planning

Abstract

<p>The objective of the present article is to announce the conceptual parameters of the relation between territory and development. The starting point is the role that can be performed by on integral planning with o participatory nature. For this reason some experiences are token from the Ministry of Environment, Housing and Development, and the Administrative Department of District Planning of Bogota, during the development of consulting sessions in relation with the Law 388 of 1997 (Law of Territorial Development) and the plans of the territorial code. From the analysis of the process undertaken by the administration of territories to elaborate territory planning, emerges a requirement to strengthen the practicing of planning with o "participatory character", condition necessary to get the support and accountability in the process. In this task it is necessary that the different scientific disciplines start working in an interdisciplinary job generating tools which will help to consolidate o dialogue amongst the different knowledge, scientists as from the common sense emerged from the social groups which occupy the territory.</p>
