Abstract
The purpose of this paper is to make an estimate of the causes that led to the Mondoñedo dumpsite’s lack of effectiveness during its operation phase, based on the development of assessment methodologies. This is driven by the need to find a place near opulated areas for solid waste disposability, a problem that was solved with this place, which first started waste reception operations in the middle of 1976. Anti-technical solid waste disposal in the area implies environmental and sanitary impact, represented in an adverse impact on the soil, water, landscape and the community. On 2005 the environmental authorities announced the definite closure of the dumpsite because it did not meet the basic sanitary measures and emphasized the technical and environmental closure, aiming to promote environmental sanitation. The information used for the development of the project was supplied by the Autonomous Regional Corporation (CAR), in a joint effort with the disposal site’s operating company, Sabrisky Point Ltda., as well as an inspection visit to the property. The project suggests qualitative and quantitative environmental impact evaluation methodologies, following the identification of environmental, social and economic effects generated by the dumpsite’s operation and closure activities. This was achieved by using the Delphi tool, a technique that makes it possible to reach consensus opinions in a group regarding a specific matter. It also makes it possible to produce reliable information for decision-making, as well as to obtain a more detailed view of the researchers’ suppositions about a certain problem
