The orders of political speech on the diplacement forced in Colombia. Analysis of two public politicians of attention

Abstract

This article analyses two approaches and models on forced displacement policies in Colombia: at the national level the national policie of attention on the last decade and the policie for supporting forced displaced population during Luis Eduardo Garzon´s administration in Bogota, Colombia. The main argument developed throughout this article is that these two levels of political engagement with displacement corresponds to two different speech orders that construct and legitimize different and antagonistic views about forced displacement, the re-establishment of displaced people’s rights and broadly the representation of the Colombian armed conflict.
