Abstract

The article arises from the experience of the formulation of public policy for children and adolescents in the municipality of Tello, Department of Huila, as a joint process between the municipal government and the Colombian Institute of Family Welfare, Huila branch, under the leadership of the coordinator of Zonal Center La Gaitana, Neiva. Firstly, the paper presents a legal and political frame of reference, and it is developed by going through the process; then, it refers to the difficulties of the process and, thirdly, it describes the gains made by the municipality in the exercise of the policy’s development, and its expected implementation and development within the framework of territorial autonomy for decision-making.
